Modify /     Here create value (String) Data type REG _SZ    named   Logon Prompt

Exit from Registry and restart the computer

Hkey_Current_User \ Software \ Microsoft \ Internet Explorer \ Toolbar
Modify \
Here create String Value (Data Type Reg_Sz name  Linksfoldername
Set the String Value here in Value Data, after creating string open Internet Explorer click on Favorite and delete the Links Folder, after that setting no one will able create the folder again, after setting please Restart the computer.

Go to Start and in Run Type Regedit

Go to the following registry key

Hkey_Current_User \ Software \ Microsoft \ Windows \ Curre Ntversion \ Explorer \ Usershell Folders

Here modify or create the value (string) Data Type Reg_Sz and named it, data type Reg_Sz(StringValue), go to value names and then with the help of explorer change the location of your forlders, exist from registry and restart the computer
